My dear General:
I have the honor to acknowledge receipt of your kind letter of the 9th instant. If I am still in France at the time of the establishment of the Inter- Allied Meeting you may well count on me and rest assured that I shall do all in my power to draw closer the bonds that unite our two countries. We have just seen what President Wilson has done for Brazil. Constant attention to physical and moral development is the most commendable work a country can devote itself to, for it prepares its own future as well as that of humanity.
